These two get confused constantly because they sit next to each other on the shelf and look identical on the roll. They are not interchangeable, and the difference is the adhesive, not the film. Both are calendered — if you need the cast grades, start with cast vs. calendered vinyl.

The decision is one question
Does it need to come off cleanly? If yes, 631. If no, 651. Everything else follows from that.
631 exists for jobs where the vinyl comes down and the surface underneath has to survive. Its water-based removable adhesive is what lets it leave painted drywall intact. ORAFOL lists its applications as: “Flat, short-term applications · Interior and exterior general signage · Architectural window graphics · Point of purchase graphics · Craft and home décor graphics · Museum and exhibition graphics.”
651 is the permanent workhorse: vehicle lettering, exterior signage, decals, anything you intend to stay put.
Worth settling: 631 is not an interior-only film
You will hear that 631 is for indoor use only. That is not what ORAFOL publishes. “Interior and exterior general signage” is the second application on its list, and ORAFOL publishes a 3-year outdoor figure for vertical exposure in Climate Zone 1.
What limits 631 outdoors is the three years, not the rating. It is genuinely approved for exterior work; it just will not last as long as anything else in the line. Treating it as indoor-only will cost you jobs it can legitimately do — and treating it as a long-life film will cost you a callback.
The trap: three years is three years
631’s rating is 3 years, and that is the figure for colours, metallics and transparent alike — ORAFOL does not publish a longer black/white tier for it the way it does for the permanent grades.
That creates a genuine gap in the ORACAL adhesive line: there is no grade that gives you both clean removal and long outdoor life. If a customer wants six-plus years and still wants it off cleanly later, no ORACAL adhesive vinyl does both — not 651, and not the cast grades covered in ORACAL 651 vs. 751C.
On the printable side, ORAJET 3169RA gets closer: a removable calendered media rated 5 years unprinted, with ORAFOL stating you can “achieve clean residue-free removals within 3 years of initial application from most smooth, sealed application surfaces.” Note what ORAFOL does not say — it publishes no statement about the bond becoming permanent after three years, so do not promise a customer that it will or won’t.
Also worth knowing
631 needs a warmer surface, and drier air is against you. 50°F minimum application temperature against 46°F for 651. ORAFOL’s Americas data sheet also states that “humidity levels greater than 50% are recommended for proper adhesion” — a real constraint on a cold, dry morning install.
631 is thicker. 3 mil against 2.5. Slightly easier to handle on large lettering, slightly more visible edge.
Matte is available in both, so it is not the deciding factor. 631 is matte as standard. But ORAFOL’s 651 sheet states that “all colors and metallics are available in a gloss finish” and “18 select colors are available in both gloss and matte finish.” So if a customer wants matte and permanence, 651 may well do it — check the colour against the matte list rather than defaulting to 631.
