Reflective sheeting and DOT compliance

Reflective sheeting is the one material where the law decides what you buy. On a regulated sign the grade is set by a spec sheet, not by what you prefer or what you can afford. Supply the wrong grade and the sign gets turned down. Worse, it gets installed and then it is your problem.

Step 1: Find out what the spec actually requires

Before you price anything, get the specification in writing. Regulated sign work is bought against a standard, and the standard names a sheeting type.

The standard is ASTM D4956. It sorts reflective sheeting into types. The type depends on how much light comes back and how the film is built. Engineer grade sits at the bottom. Prismatic types sit at the top and cost several times more.

Two things to read before you quote:

Do not guess the type from a product name. Brand names and grade names are not the same thing. Use the crosswalk: ORALITE to ASTM D4956 type crosswalk maps each product to the type its own data sheet is rated against.

Step 2: Match a product to the type

Once you know the type, pick the film. Every EnduraLITE film we make meets ASTM D4956, and there are four.

All four can be cut or printed. The R8512 is the one to reach for when the artwork is full colour, because you print it and it still bounces headlights back.

If the spec names a brand rather than a type, supply that brand. We carry the full reflective range for exactly that reason, and arguing with a specifying authority is not worth the job.

Step 3: Check whether it is a traffic sign

If the sign goes on a public road, a second rulebook applies. That is the MUTCD, the federal manual for traffic signs. It sets a minimum brightness the sign has to keep. Not just have when it was new. Has to keep.

That catches people out. A sign can be built right and still fail years later as the film ages. The agency that owns the sign needs a plan for keeping it above the minimum.

Step 4: Check whether federal money is paying for it

Federally funded work carries domestic content rules. Get this wrong and the material can be rejected after it is already fabricated.

The rules changed, and the date matters. Read Buy America and BABA for sign sheeting for the effective date, the domestic content thresholds and the coatings rule.

Ask the question early. "Is any part of this job federally funded?" belongs on your quote form, not in a phone call after the sheeting arrives.

Step 5: If it goes on a vehicle, that is a different rule again

Conspicuity tape on trailers and trucks is not covered by the sign rules. It has its own federal rule. That rule covers where the tape goes, what pattern it uses, and which vehicles it applies to.

What to nail down before you order

Six questions. Get them answered in writing and you will not lose a job to a rejected submittal.

  1. What ASTM D4956 type does the spec name? Get the type, not a brand.
  2. Who is the specifying authority, and will they accept an equivalent product?
  3. Is it a traffic control sign that has to meet MUTCD maintained levels?
  4. Is any of the funding federal?
  5. Is a submittal or certification required before fabrication?
  6. What substrate does it mount to, and does the spec cover that too?

The substrate matters as well

The right film on the wrong blank is still a failed sign. Aluminum thickness, edge treatment and mounting hardware are usually named in the same spec as the sheeting.
